I think this reflects on how much value the civil services place on other persons property. Handing out parking tickets and fining for loitering are much more important than being able to catch a thief redhanded.

The police services are a joke. I was once strangled by my neighbour (aged 40+, I was 14 at the time) and no police cameout to arrest him. Later that same year he had some tools stolen from his backyard and the C.I.D was round within a few hours. Lesson learnt - don't pay NI contribution, it is being wasted on useless policing services.
