i got it For it to be equal one head should replace another when the picture changes If you look closely the firdt man in the first row, the portion of his head that is moved is not replaced by anything so that it is minus one hence 12 and 13

the exact number of head is 12 its looks like 13 heads when the center man is beheaded then place to the right end man... hehe
