The hornet isn't the bees 'prey', the hornet nest send out a single hornet to search for a bee nest and to guide all of the other hornets there later, rather than all the hornets go out at once to search. They only do this to protect their hive from the whole swarm of hornets, which they stand no chance of defeating, it isn't like they eat it: it isn't their 'prey'
