If there's absolute guilt involved, it could be a good alternative to prison for smaller crimes, save the taxpayer money but it's used for confessions and information so isn't reliable. The BNP in the UK want to bring back corporal punishment for petty crimes so who knows, it may be on their agenda.

The water is poured over the towel to give the illusion of drowning, as you can see Hitchens only lasted a few seconds, normal people undergoing this only have information to give, and if they don't they'll make it up. Great way of getting accurate information out of people (not).

The water runs up your nose causing an involuntary reflex of survival. The smothering stops you from breathing and US and UK soldiers are using it to get confessions. Unfortunately in those circumstances you would confess to anything making it unreliable and unfair.

it would have been a better example of torture if the fail safe was a wind up and they carried on regardless. he only lasted two seconds - should have done the fifteen minutes then he could have given a more considered report.
