I wouldn't consider myself an expert in card tricks, but it seems pretty obvios how it's done. He cuts the pack so that the chosen card ends up on the very top, it stays there during the shuffle, and gets dealt out first in the line. As he tips over the line he substitutes the first card for the one in his hand.
