I am sure it is a bit like Basra Palace in Iraq - all show but nothing actually worked! When the British Army arrived and moved into the palace they hooked it all up. Used the gold toilets etc - quite amusing!

Hey, hold it there, men! This is NOT Mugabe's mansion. These are photos from englishrussia.com, showing the mansion of a former member of the government of Azerbaijan. Check it out for yourselves. Being a bully and a brute, Mugabe undoubtedly has reserved a very nice living situation for himself and his close supporters, but that's another story.
