Any Tom is correct, this effect does occur on the M25 which is why there is a variable speed limit to subdue it, controlled by complex algorithms.

These dont occur for no reason. They occur because of the differing accelleration and deceleration rates of the various cars on a road at near-saturation, usually caused by an event.

In the UK we do this every day. Except the circle is the M25 and there are 250,000 cars....
