They're no snipers. These are very traditional carneval costumes from central europe (Germany, Switzerland or Austria). You can see that the 3rd man from the left carries a kind of big bells on the back.

Sorry guys, these man are no snipers. They belong to traditional sylvester celebrations on the 13th of january in a small town in the east of switzerland.
