This is from the 30th Anniversary Python special, "Python Night", which aired on BBC in October, 1999. According to IMDB, that third policeman on the right is Ian Davidson, an occasional extra on the original Python series. It's not Eric Idle, who apparently only appeared on the special in individually filmed bits and remotely via satellite from Los Angeles.

The "policemen" were (from left to right): Michael Palin, Terry Jones and Eric Idle, all members of Monty Python, as was Terry Gilliam.
