its simple the flame needs are to ceap on going and when the jar is put on it has a limeted suply of air and when its nearly all gone it dies out its like puting someone in a small box it gets stuffy same with the flame

I reckon if you smashed the glass vessel over his smug little head both candles would extinguish at pretty much the same time

I think that it will be the one at the top to go out first, and I think that it is because the hot gas from combustion will be less dense and rise to the top, displacing the oxygen. Furthermore, the experiment is complicated because the seal at the bottom of the glass is no good, so oxygen will diffuse in from the bottom.

i tried this and the candels went out at the same time

The one at the bottom will go out first as oxygen is lighter than the carbon dioxide produced, and so the carbon dioxide will fill from the bottom of the cylinder whilst the oxygen remaining is at the top, and so the smaller candle will be deprived of oxygen sooner.
