Doesn't make sense either way. It has lights on, so they couldn't have been salvaging it; but why would they want to dip it in the drink? Fishing for Leviathans ?

They are reflectors not lights. They are reflecting the camera flash.

Not that I'm interested in this nonsense series of pics you understand, but it is a flash or bright light illuminating reflectors on the snowplough. This is obvious by the fact the reflectors on the guy in the backgrounds jacket and trousers are also light up, unless of course he's got a battery up his ar*e as well.

Those lights are reflectors and lit only by the camera flash. They are clearly not lit by the vehicles battery.
