The cop is a sargeant, likely in control of the scene. He is clear, forceful and gives multiple warnings, but it strikes me that he is never rude or violent. The accident is serious (see the truck on its side at 3:01 and firefighters working on a victim). He is justified in keeping ANYONE away from the accident scene. Interviewing witnesses on TV before they have given a statement is confusing, emotional and contaminates recall. He asks them to leave, then tells them. That is his job. We hire police officers to keep order in times of emergency. Next time you are lying bleeding on the roadway, and some jerk with a camera sticks it in your face and pans over your dying loved ones while emergency workers fight against a reporter for room to save your sorry soul, you may be a little more understanding.

I would make the point that if he is "controlling the scene" he seems to have completely left the scene in order to deal with a reporter and his cameraman. We can see him climb a five foot fence to get at these two guys who are absolutely not interfereing with the accident recovery in any way. Judging by the clip your scenario is a little wide of the viewed situation.

Rick has put on some weight. I think the officer should find an easier job, he could barely restrain and control a totally non-resistant subject, and the calmer the reporter got the more angrily the cop responded. It looks like they are almost a hundred yards from the accident scene, on the opposite side of the road, attempting to interview witnesses. Officer Ramirez had to jump a five foot fence to engage them. WTF

Look again. The reporter wasn't going to leave until threatened more than once with arrest. Yes, he said he was leaving, but didn't. The cameraman said he was leaving, but kept on taping. Reporter was resisting, passive aggressive style, in a way to maximize the video. Cop overreacted, pure and simple, after getting his buttons pushed by someone looking for a scoop at the expense of the accident investigation.
