Democratically elected governments create legislation which prevent their countries' internet service providers from displaying certain things. They don't just do this without a mandate. The UK blocks extreme/illegal pornography sites. The WWW needs regulation, but obviously not to the extent some countries like China and Cuba have demonstrated. Tricky subject really. This video adds too much of a simplistic tone.
