I think the point is creating a visually interesting extended composition around the idea of "shooting" which is both a photographic and gun-related term. The camera moves, but the scene stays still, which is pretty much the opposite of what normally happens with respect to the eye. Beyond that, cameras and guns normally use extreme speed as a means of arresting a moment: both the photo and the bullet must intersect with a finite moment in time. Here they are still, while time moves around them. Oh, and it is an ad for photo workshops.
