Unfortunately Mr. Dwane Brooks is only ONE of MILLIONS who are ripping off the SYSTEM.
As we can see from this case he has NO consept of what is expected of him by the fact he is getting OPM, other peoples money.
The system which is allowing him and others to do likewise has to be REVAMPED which will save Millions of tax payers Dollars.
