"Who carries $13,000 around in cash? Got to be proceeds of a drug deal or something like that." That's what I'd think, so it would be easy to justify keeping it.

money place on a bin must be regarded as discarded imo. I know its tough for the person who lost the money and one can discuss morale all day, but i cant see how it could be stealing in any form or way.

Latest comment: Here in the UK, anything in a public litter bin belongs to the council, so you'd be stealing from them. Just because it's in a trash can does not mean it doesn't belong to anyone!
