I was piqued by his "none of this is intuitive" comment, and I found an intuitive way to understand it: If the wheel were to just fall down, it would have a large angular momentum around the vertical axis suddenly. Since it can't just magically get angular momentum along a new axis, it compensates by starting to rotate around the string in the opposite direction.
