Hmmm. That's a lot of steel. Visit Pittsburgh lately? We no longer manufacture steel, we buy it from China. Will be buy an outsourced wall, to stop Mexicans from leaving the US?

Part of the wall has already been built so you don't need to recreate a wall that's already there.

Did you actually read the link you posted? It says:

You do need to recreate a wall that isn't actually a wall, but is just a 'fragmented series of fencing'.
