NASA scientist answers questions about thawing permafrost

Glimate Change is causing the perma frost to melt? or is an American HARRP Station in southern Alaska is "deliberatelychangin g" wx patterns in Western Russia(Siberia) that are melting perma frost which turns frozen methane into a gas. The methane gas then builds in size and pressure and explodes up from underneath the perma frost through the surface and into the atmnosphere. Methane gas is "at least" 300 times worse than Co2. So the question needs to be asked...why is the United States government intentionally modifying weather patterns to thaw frozen methane that is eventually released into the atmosphere and does 300 times more damage than Co2 and destroys the Ozone layer?
