Globally the climate is warming. The North Pole is warming faster than anywhere else and is "re-routing" the cold arctic jet streams further south, hence snow in North Carolina. It's more complicated than that but I think that's the jist of polar vortexes - polar winds slow down as the arctic warms, this makes jet streams wobble, and NC is in one of the wobbles.

UK winters will become as cold as Moscow and Chicago when the Gulf Stream stops. This will happen because when arctic ice melts into the sea, it dilutes the salt water, which in turn will change how the ocean currents flow. Again, it's more complicated than that but that's how I understand it.

Although the world is warming globally, some areas will get cooler, at least for a period of time.
